I think you're misunderstanding. I get it that you dont want the Inquisition thats okay but the Inquisition would not be coming full force or any real force at all. All it would to is change my cirrent character's title from commissar to inquisitor. The inquistor would have been sent here to lead the PDF. So nothing would change just his title.
I think it would be more like the inquisiter was here originally to chase down the rumors of artefacts on this planet, but then, suddenly, HERESY. Urian please tell me if the artefact isn't supposed to be that powerfull or if it is OP or whatever

XD Also I assume the orks have only a few teleporter fields and relatively close to their 'landed space hulk' And the artifacts are not connected at all, they just have same energy-signature. So if you use the artifact to sync the teleporter on the same signature to target with the teleporta on the different artifacts: Legit! Just you will not come out in the artifact chamber but outside of it. Each artifact is contained in a maze / underground facility. Some have already tunnels / caves leading to it, others don't. Furthermore the walls within the underground facility are indestructible. At least with any conventional weapon. So I guess the only thing that could blow that stuff really up would be a huge nuclear warhead xD
I thought that it would be powerfull enough to connect to tellyportas on other planets outside of the system, so I could teleport orks from other systems.
