Then I realized, no, no it wouldn't really be a buff because lock on is really janky and would probably make them perform even worse. Then I realized that's just the sort of thing I've been told to expect from the devs around here.

As said above it would probably be a nerf anyway, the Smart pistol targets above Orks heads for instance, which I discovered when I was err testing them. Did get reckt by a CSM clan spamming Smart pistols when I was playing Eldar one time.
