i think they should add the inquisition but it would be kinda odd if they Added or made possible to be a Gue'vesa
Can't you add the dark eldar as an option as well? The silent, mindless, unrelenting Necrons would have been a great NPC faction. The new Necrons on the other hand are just kinda bland. So if it had to come down to the necron or tau, I'd say Tau.
id obviously go with tau but necron i could see as a playable race if you look at there Lore the higher ranking it seems the more control they have and the smarter they are tho there are all controlled by the necron curse
Should not be in just as the same falling to CSM as an SM. hmmm idk one should brainstorm and see the possibilities of it all.

Low customization potential means nothing for you? Most of Necron units have 2 weapon options. Some have no options at all. Only Archons and Cryptecs have noticeable customization. Do you want to see an army of Cryptecs?
So no eldar either. That would be fine by me, but I am sure some people would be sad. I am sure there will be some slight lore bending because of this, for ALL factions. Only space marines, chaos and orks have loads of options. Most other factions have pretty limited customizability. So try not to make that an argument.
And then there's IG. "I'll take a demo charge, three plasma guns, a heavy bolter, a power sword, a vox caster, and a large order of melta bombs." "Do you want fries with that?"
Are you refer on DoW? Tabletop Eldar has impressive list of wargear, especially Exarchs of Aspects (AFAIR, about 5 weapons each). Yes, you may say that nobody want to see an army of Exarchs. But an Eldari became an Exarch when he master all arms... Thus all tabletop Exarch wargear may be spreaded along the progression.
