Yes but that means that they can't take it off and upgrading their head armor will require surgery. Yes you may have simple unarmed motorcycles for the entire war band/gang/whatever or have a single unarmed off road truck from the beginning as well as heavy weapons but they need to be within reason I don't want to see people lugging around assault and plasma cannons from the beginning.
