Are you sure? Lexicanum states they're part of the Ordo Tempestus(which I can't find any info on) while also stating they're part of the Imperial Guard but in the articles they refer to the Scions as being (not outfront) but different organisations. Scions also don't appear on their list of Stormtrooper regiments.

They're brand new, the wikis simply haven't been updated and lack information because the new codex for IG isn't out yet (they released this whole thing entirely backwards).

So we can't be 100% sure until the new codex drops, but as far as can be seen they're a new variation of stormtroopers.

Well... One of our corsair fleet has recently encountered some freebooterz dressed in stolen black and white power armors *waves a bloodied black knightly helmet under the astartes' nose while wearing a broad mischievous smile*
  4. They aren't a stormtrooper replacement entirely. They are simply a single entity of the Stormtroopers themselves, along the same lines as having Catachans and Cadians. They are simply a reskin of an already existing sub-organization.

Tempestus simply replace stormtroopers also the varius regiment have recived new name color and background.

they are trained in the schola progenium, when ready, during the "selection day" the cadet are split between: adeptus terra, adepta sosorita, adepto ministorium, adeptus arbites, schola tempestus, schola prefectus (commissars), inquisition for becoming acolites.
They are split and send to more training.
in the lore description there is no trace of stormtrooper so they replace them.

    Lol those bastards xD...
But its quite annoying... And even more annoying is the fact that they sent me astra militarum codex instead of militarum tempestus!
