Not a fan of the War Council mechanic, but the arena-style "voting" sounds great.

They don't, most of the time the weapon isn't even logically functional.

i think Miguel done a good job to find a cheap solution with voice modulation.

this could work... maybe adding a voting system to get in the arena, or they choose from those who survived after combat in the arena.
