That is the direction it's taking, according to various comments Brent tends to make in the midst of streams. I'm pretty sure they have mentioned it a few times in passing.

The intention is definitely to have god marks, and for those god marks in particular to enable god-themed powers on the sorcerer, as well as offering flavoured benefits that vary in strength by class (for example, they are talking about the Nurgle mark granting more toughness for ground assaults, since they need it more). They haven't announced in any way what bonuses the marks will offer. We can only speculate.

I think the most obvious indicator of this is how often the "Khorne sorcerer" jokes were made on the stream. They kept joking that you'd be allowed to equip mark of Khorne on a sorcerer, but that you'd just immediately explode upon spawning. This definitely means that marks of chaos will be equippable wargear. I mean the mark of Nurgle is already a piece of wargear that any class can opt to take. Sorcerers unlocking flavoured powers is definitely a thing they mentioned wanting to do, but it has also been said that it's a fairly low priority for now.

I'm really hoping there's a formal dedication process, where we proclaim our allegiance to a specific Chaos God, we are given a series of tasks(collect 100, then 1000, then 10000 skulls for the Skull Throne!!) and then we have to work our way up(Ascend) through the ranks in order to unlock the "gifts" of our chosen God.

Just giving away Marks and swapping out Chaos Marks on the fly like grenades will be a joke and will take away from the Chaos experience. Oh hey, you were worshipping Nurgle but now you're a Champion of Khorne at the click of a mouse via swapping out Marks!! It will cheapen the overall Chaos experience, it will cheapen the 40k brand, cheapen the game, and cheapen Chaos as a faction.

As long as the rest of the factions have to go through a similar process to unlock their "mark equivalents" sure why not.Because last time i checked you cant be a devastator one moment and an assault using power axes and stormshields the next.Because it cheapens the whole corpse worshiping experience!
