True, but technically even the Mk VII was developed during the HH. Only the Mk VIII was "invented" in later times, and that one is essentially a Mk VII with throatguard. Also STCs were found after the HH, bringing back new old tech that was superior (although as far as I know the LSM jumppacks are STC and are inferior to the old manufactured ones that CSM still use; another example of "we use the old stuff, no matter what")
Except that's not the case with Power Armour which the Mark I starts with the Thunder Warriors (definitely not the best power armour around, it's kept as a parade piece by some chapters but likely will never see combat ever again unless the need is dire with a captial "Oh God it's eating the fortress-monastery"). Power Armour was not based on STC constructs (or they are a new STC, it's never fully covered to my knowledge but they are basically made new at the time) which means they aren't reverse-engineered and were in fact created as the Great Crusade ground on. Power Armour actually follows an iterative approach and has generally got better as time has went on (look to the MK8 for example which is an all round improvement over MK7 but lacks backwards compatibility.) Older armour being better is the result of being basically tricked out artificer or relic armour and comparable standard sets follow the rule of typically newer = better unless it follows the Mark gimmick (heavy frontal armour for the MK3 comes to mind.)
You forget that CSM are perfectly capable and willing to take armor(parts) from a loyalist if they need to. And not all CSM are possesed or mutated. And not all of them want to(IW would rather amputate mutated parts).
Actualy their old gear is quite rare as well, most of it issalvaged parts from traitors that disbanded their former chapters or just stolen from fallen LSM. They don't seem (as far as I know) to have direct support from the Dark Mechanicus either (they have to pay for it I think) so they don't realy have a reliable source to produce new equipment. Regardless if anyone is interested the wiki got this better covered: http://warhammer40k.wikia.com/wiki/Power_Armour
I am totally ok with chaos having some more of the loyalist helms, or a variation of them anyway since they could be all warped out and fucked up, but they can not have the beakies, those a LSM and I love them for some reason. but if CSM do get more loyalist helms then LSM should get some some chapter specific helms and some with the aqualia on them or cybernetics on it or something.
having more oldschool loyalist helmets would be awesome as well as having actual helms from tabletop instead of like three differently shitty helmets with bad horns
I am not 100% but aren't most CSM incapable of removing their armour? I am not sure, but I remember hearing it somewhere.
Not necessarly so I belive. I've already mistaken myself in the first comment so I'd rather have someone with more accurate info to explain this to you. From my understanding though, the Artificer Armor is weared mostly by 1rst company, honor guard of the Chapter Master or the Chapter Master himself or distinguishible warriors of the chapter (EDIT) In game they are shown as a form of character progression and after taking a better look in the wiki, they come from multiple patterns of power armour, so they coul come from a Mark III to even the latest Mark VII model aparently.
While there are CSM that get fused to their armor (either through mutations,or other means )its not something that happens to every CSM out there.
