I'd blame the idiots who can't do a few minutes of research on a purchase, then wanting a refund as they regret their fevered button mashing. Steam shouldn't give them a dime. BBB ratings don't always mean much when they are affected by those types.
Ratings, by their nature, are subjective. Relying on a subjective opinion is relying on the competence of the opinion giver, some ~53% of Americans believe the universe, and all life on earth, was created in 6 days. I think a few months ago? At least at CVS and I think a couple months ago with 7-11's, sucks for those of us who are steam users. Best buy's so far are still carrying them, and as stated gamestop will continue to carry them no matter what.
So true man, I dare say they don't even mind to read term and conditions before ticking accept box. Everything is clear, all you have to do is start reading and researching. Lost an idiot, it is nonsense to "sign" a contract before reading it.

for those who asked earlier: I usually use paysafe cards, it has a 18 something code on it, you just buy it at computershops or cornershops, with real money, you get a code which you enter via their paysafe site and voila. its basically an anonymous prepaid card to buy stuff on the internet.
