As a main LSM playing all races I can unfortunatly confirm you that it's a problem everywhere. A tactical space marine equipping his halo + relic armour will have next to nothing short of his bolter. In fact, I think many veteran LSM drop those halos because they are too damn expensive and we need all the other stuff to be useful, hell there is even some viable load out as a normal space marine, where you got basic armor, it will still be better than having artificer because the purity seal give you even more armor for less LP.
Same Problem for every race. Its like the devs dont know what fun is and to them having like no gear equipped is teh best thing since sliced bread. Here have a bunch of wargear!! ( YOU"L NEVER USE IT WHAHAHAHA!!)
