I think it'd be better as an expensive Wargear that allows you to stay stealth BUT only while not doing anything and in cover? Maybe some kind of radar invisibility as long as you don't shoot well? That way you're actually sneaking about and killing gits with melee is sneakier than shooting, instead of abusing your perma-invis like dem poncy Eldar gits. EDIT: Maybe it could also prevent you from capping points if it becomes too strong of an option. OR you can't be stealthed while your armor is gone, preventing you from being too cowardly in a fight.
