Actually given decent equipment, even coming straight out of Stealth, you generally can't one hit Marines.. Not sure what Ork Armour/Toughness is like but I assume it may be the same case? Either way, given that following up with 1-2 Fast Attacks after a Strong attack from Stealth is kinda hard to dodge after you're reacting to being successfully ambushed.. I don't know that it matters.
Sooo.... Patch 23 - Eldar>Chaos>Marines>Orks Patch 24 - Orks>Eldar>Chaos>Marines We're still OP, just not the most OP. I've been on an EC sabbatical. I've stayed up till 2am tonight to play all factions vs all factions to get a fair overview of where the game has come. It took a while. But yeah, they swung the pendulum for the Orks. Forget the melee, their supposed to be good at fisticuffs. Orks a brutal range now too. Shootas are pretty much indestructible death mushrooms. Eldar are... almost not OP. Warlocks are the most overtuned. But we're too much cannon and not enough glass. Chaos are pretty much were they have been for a while. Probably where they should be. Marines are the bottom of the food chain. Tone the Orks range down, tone Warlock melee down and maybe drop our defense a tad. Don't touch Chaos right now, see how it plays out. Marines don't need much love either except the unlock for Stalker needs to go. Give it to them straight out the box. Make their melta accessible after a match or two. Just my thoughts on return to the game after a while away.
I did notice I was outgunning Chaos pretty consistantly with my Shoota boy preset, but TBH, and I'm not that experienced, it didn't seem OP, but we definitely seem to out dakka at close range (seemed like unless you burst fired, mid range you would lose, but I was under the impression that was just the nature of these rifles (that burst firing for heads was the way to go)) Let me know if I'm mistaken (am casual ork player with no sense of balance)

We noticed it too late, and properly disciplined the person accordingly. MYST does not affiliate itself with glitches like that and does not propagate their use outside of a test environment.
I will take my time to gloat as Eldar weren't exactly gracious when they were OP. All I'm saying is melee is our thing so calm down lad alroight?
This isn't an "Orkz are OP" post, unlike what everyone else did last patch. And also notice, there were no real changes to eldar (or at least, none that anyone else didn't get as well), and orks can now compete against eldar, so were eldar really OP? This post is just a warning that the standard tactics to fight orkz over the last couple patches no longer apply.
How can you tell? The maps aren't working, nothing is updating. Have you actually lost that much to Orks or are you just commenting that they don't roll over and die anymore? A handful of people's anecdotal evidence is not a solid base of data. I'll wait to see maps update first.
