They mentioned a few times how these are "naked". I am guessing that all the fancy bits and bobs may be within the appearance system which they also said has not been implemented yet. I am hopeful yet that when the patch goes to live it'll be significantly better than what we just saw.
No they weren't. They were delayed for half a year and maybe in development for a month total at best.

So roughly 6-ish months delayed for a botched reskin? You'd think they'd get at least the basics right even if it lacks any of the typical decorations.
