Well it's currently sitting at an overheat and a half at least. So if you want to make it two overheats that'd be two and a half overheats...unless you want it to take a flat two overheats, which is in practicality already what it is.
apparently you havent used melta much or dont know how. You can 1-overheat rino without any issue and you have to wear ranged dmg buff or use angle shenanigans(to have dmg to the side and rear simultaneously) to kill a predator in one overheat without any use of meltabomb. Orks and Eldar vehicles are less tough, however eldar can easily drive out(or over) from meltagunner. 2 vehicles for one clip sounds about right. ALso, ammo consumption for manned\unmanned cases are not really significantly different. Nevertheless, 2 overheats already sounds infinitely better then 1.
I use the meltagun almost exclusively. Sans meltabombs. As it currently is a rhino goes down in one overheat plus about half of a second overheat. Most people don't risk it and fire two full overheats. That guarantees destruction of the vehicle and is just a habit for most. So in theory the meltagun takes 1.5 overheats to kill a vehicle. In practical terms this almost always ends up at 2 overheats. Increasing it to two overheats means either it takes two overheats plus half another overheat for a theoretical total of 2.5 and a practical total of 3, or it takes flat 2 overheats both theoretically and practically...with it being essentially the same as it is now since people regularly spend two whole overheats on it anyway.
