Fair enough, the risk is justified by the higher power of the round. I recall the devs saying something about introducing different kinds of rounds - that's definitelly something many people are looking forward. I wonder if such rounds could be introduced to heavy bolters too, but maybe this would be op?

Shuriken's have a monomolecular edge, so they actually don't have that much of a problem going through armour, the only issue is depth as they don't have a whole lot of force behind them (low mass = low momentum). As for the other stuff, why do one shot kills worry people so much in a game where you can get taken out and then potentially picked back up by an apothecary if you're not executed/if nobody pumps some fire into your prone body? I mean, if i hit you with a thunder hammer, you're going down. If someone takes me out before I get the execution, however, they can still save you anyway.
@Hosk + Cappn Because it ruins close combat and destroys the long TTK concept the devs are trying to create. Yes anti-tank weapons will probably get you an insta-kill but only because all weapons (excluding close combat ones) will get a damage buff for a hit to the head. If I'm spraying my boltgun heavy bolter at a Raptor running at me 99/100 I'll get him in the head. I've said it before and I'll say it again Insta-headshots are a bad idea.
