Commissars are Special cases

Commissars don't command generally but they out rank an entire regiment.

Commissars have their own sort of chain of command really. But it starts at pretty much on par with colonel but no actual command. ( agreeing with you here )

When a commissar joins a squad its either because they are the best or the worst a regiment has and its either an important mission or one where everyone is expendable.

You just graduated from being a Junior Commissar. So the music thing did it add anything or nah.
