Sorry to tell you but the Guards in like 99% of their forms just wont work in Eternal Crusade without making every player's character a tank. And I dont mean "meatshield" I mean literally a battletank.
The Imperial guard fight the orks a lot. Most Ork Boyz are in the same position of the guard and wouldnt be able to take a bolter round to the chest and we still have orks in the games. I still believe Kasrkin and Storm troopers would be able to withstand anything in EC and dish it back it just be hard to see few of them mixed with all the space marine chapters.
Carapace armor is reserved for veterans and elite units. The vast vast VAST vast vast majority of IG will never see a suit of carapace armor they can use. Imperial shields are rare and reserved for HIGH officers, as in, warlords, and particularly highranking/important commisars.
Orks have the same toughness as a space marine, meaning they actually can. And have, canonically. Ghazkul amk Thrakka got a bolt in the brain and survived. Orks, being fungi, are also fairly healy The problem is, there is NO IMPERIAL GUARD REGIMENT that consist -solely- of Kasrkin and Stormtroopers What you people are asking for is not an IG regiment, you're asking for a Ordor Malleus regiment.
