I assumed that the group would be put into one Regiment, and Commissars are assigned to them even ones with small amounts of people. You wont feel any connection to the new Cadet Commissar assigned to your regiment I promise you that, also the fact its a small regiment gives Lenora a better reason to be there, as a Cadet Commissar. Interesting read tho :3
Well just saying of how Ruvorn is like, etc. Also Cadia has quite connections with Ruvorn in my lil fan-fic stuff. Major Farrenheim for example is Cadian (she was promoted to Colonel as the Regiments were created)
