So, if you are not one for faith, why did you believe in "promises" in the first place?^^ Anyway, everything is an MMO if it's multiplayer. Not everything is an MMORPG though. This game didn't want to be a classical MMORPG even in the days of Miguel. Even then with all the grand Ideas and plans, it was always PvP focused. No quests, not much PvE. Dark Millennium was supposed to be the MMORPG Themepark @SaiJinu was looking for. But that turned out to be a mess and THQ was bankrupted because of it.

The RPG elements at launch are supposed to be this: Horizontal Progression Hives Loot Unlocks Customization - on a loadout UI that looks a lot like an RPG. So just 1 step up from SM. After launch they're supposed to add Strike Cruisers that can have enemies board them. 0 details about this. MMO part for launch: Instanced lobby shooter with exterminatus mode. Aka, SM version 2.0 - with 4 races and tanks. Persistent world - the Garrison will act like a central hangout hub for your faction. Like Orgimarr or Stormwind from WoW, you gather together, discuss and practice tactics, then que up and fight to influence a world map via PvP and PvE. From there they will expand the game world - with larger battles and hopefully zones in addition to lobbies. Will it ever be open world? Likely not. Will it resemble something like WAR without horizontal progression? Likely yes. Will it ever be a full fledged MMORPG like WoW? No. And thank god for that.
Just going to say... it's probably not helpful that www.reddit.com/r/EternalCrusade has a page banner calling it "Warhammer 40,000: Eternal Crusade MMORPG".
Sadly atm in this ( Alpha ) the game have very very few mmo elements as you say ,in this state is just a shooter with advancement ..that's all :/ I really hope they will make it more of a mmorpg hybrid at least , but sadly i dont think they would
