GW have a hard NO on the ability for Space Marines to block or parry

Which is most likely because they have not seen a proper implementation of it.
bE's Pre-Alpha mechanic was okay but did not cause any sort of recoil. The Blocking player was simply pushed backwards, while the attacking player continued to move forwards.
Each Block should cause both players to Recoil, based on their weapons and the type of attack Blocked.
If/When GW is shown a proper Block mechanic they would have no choice but to okay its inclusion as the game requires a proper Block mechanic in order to maximize its potential, AKA the game without Block will be noticably worse than with Block.
  3. Regen isn't going to be a thing, nor should it be.
    It increases hp and toughness.
The reason why it is so stronk is because of that, the game currently (and pre patch) relies heavily on destabilization, stuns, effects of that sort, the MoN allows the class to just tough it out, with a lot of those factors gone and mechanics fixed, changed and the gameplay overall improved, they will no longer be stronk.

Because GW always make good decisions..

Spamming RMB against someone who knows how to play will get you killed.

Anyway, why does GW care about EC so much? They don't seem to care when other devs are making shit out of their license, if so their representative would've shut down shit like Storm of Vengence or Drop Zone Assault before the game codes had been even written. However, in case of EC, they have their rep attending VA section, approving gameplay mechanics and model design? That boggles my mind.

    It should be a thing.
Regardless of if it is "stronk" or not currently is irrelevant as it is improperly implemented. It should not remove Armor. In addition to raising max HP and reducing damage taken to HP it should raise the out-of-combat HP regen and allow healing from Nurgle-based Sorcery Powers, in return for a slight move speed reduction.

Both SM and CSM should have access to a basic Toughness! Perk that raises their max HP and HP DMG RES but doesn't raise HP regen or enhance healing. They should also have access to some sort of Reinforced Plating or something to improve how much Armor they have and reduce how much damage is able to penetrate the Armor via Armor Penetration.

In turn, the Loyalist should have the Iron Halo that not only raises Armor value and AP protection but could also increase Armor Recharge Rate and/or reduce its Recharge Delay.

Overall, any Class with the MoN should be more survivable/stronker than any player of the same Class that didn't spend points on defense; of course, if that second player upgraded their weapon's damage, the two should still take around the same time to kill each other.
