If your idea of "tactics" is charging forwards on an open field in brightly coloured, very easy-to-notice armour, whilst screaming at the top of your lungs then yes, they're an army of Sun-Tzu's. That too. Look, let all of us be honest for a moment or two: we're very clearly the Master Race. There is very little, if anything, that Eldar warfare does not cover. Our only weakness is the fact we're all so specialised. But hey, when you want to be good at something, why not go all out?

Not entirely true. At all, actually. The Raven Guard and their successor(s) use surprise and reconnaissance quite often. White Scars are masters of hit-and-run tactics with their bikes. Oh, and Dark Angels are known as one of the most tactically versatile chapters in existence. "The Emperor's tacticians," so to speak. In fact, a lot of chapters tend to use different tactics. It's not just "CHAAARGE!" all the time. Blood Angels make good use of fast response drop pods and assaults, Space Wolves have that brute force capability, and Ultramarines... Well... They have the Codex Astartes. Point of the matter is, you may have superior technology, but your no where near as versatile or durable as any of the other factions. Your strengths are specialization in stealth, speed, and surprise. Sure, you have some powerful units such as Warp Spiders and Banshees, but they're still not as durable. They specialize mainly in damage and hit-and-run, from what I've observed. If you can prove me wrong in that regard, go ahead, but the rest of my points still stand.
The lore is simply going to have to take a back seat if this game wants to have any competitive value and longevity. Space Marines are going to get nerfed, Orks will be getting buffed, etc. Races will play differently, but not enough to make one side ridiculously overpowered. Also, think about how many RP heavy players are Space Marines. I'm not one to pass judgement, but from my past experiences in many MMOs the RPers are generally terrible PvP players, and from what I've seen from Chaos/Space Marines on the forums, they seem awfully RP heavy. And realistically if the game is monitored closely and patched regularly, there won't be a problem. If we are getting shamelessly zerged and stomped out, they'll patch in a buff to make us stronger until our ranks swell a bit, then nerf us again, rinse, repeat as needed. I understand the concern in regards to PS2, but let's not forget that's SOE we're talking about here. NGE anyone?
It's going to be interesting seeing how the Eldar will be stacking up against the other races in the game. Orks have their masses of F2P players, and Spess Mehreens have the advantage of being the Poster Boys for the hobby, and thus will attract most casual players. Thinking about a force as delicate, relatively speaking, as the Eldar, being forced to go head-to-head with larger forces, I can't really say you have the best of odds. Still, their could be some aspects of the game that may level the playing field. It would be really cool to see an implementation for the Eldar to gain the ability to listen in on enemy force's comm chatter, get a feel for their plans, and adapt accordingly, play up the whole "We R Teh Puppetmasters" role. On the original Question, I will kill many Mon-keighs. Also Elfkins, Greenies, and Bugs, but Mon-keighs are definitely on my list. I laughed quite a bit at this.
Mon-keigh is the word Eldar use to describe humans, right? If so, we have a common enemy. Us xenos must unite, and wipe these Imperials out! Work together, as the Old Ones intended for us! Of course, that'll never happen. Eldar are too proud to ally with those whom they deem lesser beings, and orks are too brutish to ally with those whom they deem to be weak. On top of that, we all know that we will never exterminate the space marines. There's just too many of them.
