The War Council as far as I understand will be appointed by / be the moderators of the game and therefore (hopefully) Unbiased.
If it's so small as to have a negligible effect then it's pointless. If it's not negligible then it starts to unbalance PvP. Given that this is a PvP centric game you have to be extremely careful when it comes to this topic, while still giving enough 'advancement' to keep people happy. Customization is perfect for this because it doesn't necessarily impact PvP balance. The two statements seem somewhat contradictory. Hopefully the 'powerful unlockables' are for faction/warband leaders and the like, so they can stay a nice benefit but not have large impacts on PvP because they're so restricted.

I know Eternal Crusade won't be like the standard MMO, but I would like to see some form of Levelling in the game for the characters progression. This was always one of the reasons in other MMO's why I always would get back to the game. Just to get that better weapon, or complete that armour set. I think it will be getting boring playing the game for years in constantly the same armour with same weapons and abilities. You could for example start in Mk2 armour and the way your character progresses you get Mk3, MK4 armour etc. and then finally to Terminator armour. Just an idea?
I say the leveling system should be purely aesthetic. Veterans should be strong because they've developed their personal skills. I don't think they should be strong because they've developed their personal skills, and have health and damage bonuses. That would place a huge obstacle on new players. Instead I think your character should end up looking like a scrub, or a battle scared veteran. And I would like that process to be customizable and to take a lot of time. I want to be able to pick the scrubs out visually on the battle field or when I walk past then. Same with the veterans. Perhaps a system could be in place that awards a combination of exp and time played.
Then we can go calling the noobs pups (like CSM do) and stuff like that, ahhhh noob bashing what a dream.
