Based on my first match there, I'd say it works pretty well. If I was out of sight and stayed still when an enemy was near, they generally walked right past me without seeing me, allowing me to then creep up on them from behind. Now all I need to do is work out how to actually do the melee combat as it was confusing the hell out of me.
As it was said a couple times, it's not pure stealth like some other games. It's line of sight based. You should be trying to flank as much as possible as a Scorp. Crouching through the middle of the street is gonna get you dead quick. While there may be potential issues with enemies using high graphics settings, the biggest issue I've seen from Scorps is how people are moving/attacking. Eldar in general require a different mindset when in combat, and some people are starting to get a handle on it. Scorps need to be attacking from behind and flanking.
And it should not be. Your level of stealth should not be affected at all whether an enemy is standing right next to your or a football field away nor if your enemy is looking right at your or has his back to you. It should be based on what you are doing and where you are. If the Scorpion is skilled enough, they should be able to hide in plain sight, remaining motionless until an enemy has entered their kill zone so they can strike them down. If you are out in the open but are Still and Crouched you should at least have 90% Stealth(45% from each modifier). You should be able to boost that to 100% by using your Active Stealth, which should be a channeled ability with a recharging resource bar that is able to provide 50% Stealth on its own. Things like Dark areas and being in Cover could also individually provide 45% Stealth, providing the player with numerous means to boost their Stealth to 100%.
