I agree. In its current state, there is no winning. Unless they end up getting sacrificed to Slaanesh, since there is a significant Chaos presence as well. Everyone knows Eldar souls are the most delectable.
I guess what I might expect, at most, is something like the "seasons" idea I heard a lot about during development. Each season would be a 4-way war against a particular part of the planet, and depending on the outcome of the season, progress would be made toward the overall planet-conquering. And eventually, the planet would be conquered/defended, and the war goes on in a new part of the solar system/galaxy. However, I did just wake up after having fallen asleep in my computer chair, so I might not be thinking clearly. The feeling is mutual.
What you describe is an awesome idea, one which I don't think BHVR has the resources or skill to come anywhere near doing.

It's their idea. That's how the campaigns were supposed to work at some point. I'll worry about that when he gets off his butt, not before.
You want to win the Eternal Crusade? That's like ending the neverending story It's an forever-battle. Gameplay wise, you can't just say at one point "aright! Eldar won, they were OP all day long, you were right, see you again for Eternal Crusade 2 in another 4 years! cheers!" The game can't just stop with a victory of one side, you can't cancel out a faction without pissing of a big portion of your playerbase (or like it's now > 50% of your playerbase with LSM for example) But that's just my opinion, not the eternal truth
They've had many delusions of grandeur over the course of development. They basically sold this game on them.
