Honestly wot we 'ere need is for space marine boyz chaos boyz and eldar gitz to sound like that do in da RTS games. Wit dat reverberaition sound of der voices cumin through da helmets. It's a unique sound to waghammer and i'z fink dey need to make it so if ya use da ingame mic..you;'z should be 'earin dem dat way. Would really help da game for us fans.
I'll second that, the voice acting in the DoW series is fairly top notch. Personally I love the chaos and ork voice acting, the effects put on the eldar voices are pretty damn good too.
Yes - voice acting will have all these neat distinguishable in-helmet sound effects (different per factions). Something that we are investigating, is to also have these audio effects applied to the voice communications between team mates. Some kind of subtle filter that makes your friend's voice sounds like coming out of your helmet. You will most probably be able to turn off this effect filter if you find it annoying. We are investigating, so not sure we'll have this at launch but that is what we want ultimately.
If I may throw this in, and we're gonna get ingame VoiP, I'd actually prefer not to be able to turn them off, otherwise most people will probably do so and sacrifice a lot of immersion; for me as well, cause then I'd probably have to turn it off aswell.
It depends, because if the filter is applied on your end, it is you who decides if all incoming communications uses that filter or not. So if you want to immerse yourself, well nobody would prevent it. I actually don't know how this filter system would work techinically, I'll keep you updated when I have more details.

I love that book, so damn much. I would love to play as a Blood Gorgon. They truly have a unique look to them. I'm not even sure what they're "inspired" by. Turkish?
I think I have seen some mention of a similar feature (Amplified Vox-Caster) in our design documents (the game is already super detailed Design-wise so it is hard to remember everything about every features). But not sure if it was about player's voice or prerecorded voice. Orks for example will want to shout WWWAAAAGGGHHHH before, well, chopping the enemies to small tiny bits (cannot wait to see the big wave in motion). In my opinion, pre-recorded is the safest way to preserve immersion in this case.
