Giving someone 1-3 items is a free action. Handing over more that three thing, like five individual ammo clips or five back-packs worth of ammo, is an action.

Holy Grade items would do +3 damage to vampires, as a matter of fact due to being a consecrated item.
Regular las-weapons just do an extra +1 of damage, because it's a form of light.
