Figured it be a dragon o' some sort. It be th' fins on th' head that give an aquatic feel. They resemble those on aquatic dragons and otha' such aquatic creatures. Most aquatic dragons from thin's loik Magic th' Gatharin' er D&D / Pathfinda' monsta' art seem ta' have them fins as a common feature on such creatures So does Courage th' Cowardly Dog as well as it seems. Appears ta' be a trope o' sorts
Actually, she's a furry, not an anime character. And there are aquatic dragons in some fiction, so I kinda felt the need to clarify.
Yeah, I kinda figured the earfrills were the source of that perception. But it was either that or horns, and horns aren't as cute as earfrills, so I went with earfrills.
