I think their will probably be a random set of faces that will be assigned randomly at spawn maybe? At least to begin with. That's how I'd handle it. Then at launch or after launch you'd have the choice to 'choose' your orks face out of a list.
If I had to guess, faces will be based off classes--that is, each class will have a different face but every 'Eavy, for example, will have the same face. Then, you will probably be able to purchase other faces/heads in the Rogue Trader.
