That's basically irrelevant, as it stands melee weapons have no effect on range combat (because obviously they are close combat only), so there needs to be some form of balance in play to make sure that in CC ranged weapons are weaker than CC weapons and shooting into a melee combat where your own allies are involved is undesirable. Now if you're talk blasting the snot out of an opposing faction while they are fighting off the Tyranids, it's all good.
Melee attacks should interrupt ranged fire, it has to be dificult to shoot while someone is stabbing you in the face.

FF should be the reason you don't shoot at your own melee troops. Melee will win against range in there field thats why they have the jump packs. If you find a location they cant use them then the ranged should have the advantage. Also don't discount the pistols, they may be small but they still pack a punch. If you go into combat without any range option then you have intentionally forfeited a response to range aside from jumping to them.
The space marine game did that very well utilising a series of mini stun effects. Of course if your timing wasnt perfect then you would get perforated with bolter fire.
God no, Fallen Earth tried that kind of thing at the balance was so god damn bad and the combat was so unsatisfying. Ranged weapons should be effective at all ranges for crying out loud, If you're skilled enough to use them you shouldn't be at a disadvantage.
A mechanic to through off aim while hostile melee units are close would be welcome imo. Probably a range of 5 to 10 meters. They have mentioned the possibility of a suppression mechanic for the heavy bolter, a similar effect could be used for melee.
Well you like a chaos god that wants to torture you for the eternity so... Seriously, remember Brent (I think it was Brent who told us...) telling us how the heavy bolter destroyed people at close range? that could be a solution to stop ranged weapons to dominate at melee range and weapons more suited to close distances like meltas or shotguns should not be affected by that.
