Orks have a F2P feature for those that wish to not pay the subscription, which is limited in comparison to those that don't. Those that wish to play as Orks as subscribers will have access to more classes and gear. They are not going to be a weaker race, but probably more disorganized, with little discipline amongst the F2P Boyz. As to why it is the Orks, they have been surveyed as one of the least popular factions for the game, so to bolster their ranks and allow for them to get the lore-like size advantage, they have been designated the Free to Play faction, though it's more like F2P Class as they just get Ork Boyz.
I don't think this game has a subscription, just the box cost. As I understand it, the F2P Ork Boyz are only for those that don't pay the box cost (so it's more of a demo, rather than free-to-play). I think Behaviour plans to get most of its income through the in-game microtransaction shop. If I'm wrong, I apologise, but I think this is what's the case.

Yannow, I'd rather have orks be free to play than no one at all. It lets new players get a feel for the game before they decide they wanna buy it. If anything I think it'll make orks stronger because there's so much more of them, assuming a lot of people try it out. But I can guarantee when the game first comes out there's gonna be a LOT of players in general, plus even more orks. That'd be fun to see I bet... but yeah, better one free to play than none, and if you pay, you can play as a nob I believe, so there's no problem there.
any pay to play people should be balanced weather it be orks, chaos, and yes even the space marines witth all be balanced. even the free to play players will have a chance to kill a space marine. playing for free just makes you level slower and some options for the orks are locked. and even if they are bad who doesnt love a good meat shield?
They supposed to be somewhat weaker than a p2p ork, SM-CSM, Eldar. But not to a degree where they couldnt find it fun to play. More like, their strength is in their numbers.
I know cosmetics cost microtransactions, but the devs said that a F2P ork boy could upgrade to a nob through microtransactions.
