The difference between 15 and 30 is tremendous. The difference between 30 and 60 is less. The difference between 60 and 70 is miniscule.

Now, all things cost in "man hours". The ability of people to work efficiently. The more man hours you spend making sure the DPS is uncapped for everyone, the less there is on other things like gameplay.

So set a goal. 60 FPS for most people, try to get 30 FPS (which is more then acceptable for a lot of folks, myself included) for everyone you can. The game has to be playable.

I'm not saying that 60 FPS is not more than enough to enjoy games nowadays, truth be told I can play any game (even FPS) as long as they stay above 35 FPS. I just disagree with your statement that our eyes can't see pass 60 FPS, which they can, because difference is difference, no matter how small.
