Or Eternal Crusade could make the necessary changes that will vastly improve it beyond the product we are currently headed for. Who said that using the TT as a guideline would be massively limiting on development teams, other than your warped mind that can obviously only ever see two extreme conclusions to any situation? What it does is give them a guideline to work from so that a large amount of the development work is done for them, only needing them to make minor tweaks to better fit their preferred TTKs and even out the balance.

It is an issue because we have something that is clearly not the Stream of Corruption being called the SoC. The proper thing to do is properly implement the SoC not throw in some shit that sort of fills the same role and is given the name.

TT is a foundation for games. Third Person Shooters are games. Thus, via stat translation, the values of one can be used in the other. Massive amounts of it are translatable. Here is proof.

Because there is in most cases one outcome that is overall better than any other outcome you could possibly achieve. Why would you not want to try and do the best you can? I guess because the TT has been a representation of the WH40K universe for decades. Yeah, that definitely might have something to do with it.

This actually goes directly towards creating an asymmetrically balanced game so it can be played.

SM did a decent job of depicting actual SMs in terms of survivability and mobility but there were still problems with things like the weapons, such as the Bolter that felt more like a Lasgun with its 14 Bolt requirement and 0.113-sec FR, which is more were a Lasgun or Shuriken Catapult should sit. DoW2 also did well in recreating 40K elements even if certain ones like Armor Penetration were passed up for a more simple system of various armors that alter the damage that unit takes from certain weapons. The actual combat between units looks and feels very authentic.
That all said, had they used the TT as more of a guideline the games could have been even better and more unique in comparison to other games of the same type.

Yes, the Storm Bolter outperforms the Bolter in close and the Heavy in long but they are still ultimately wrong and need to be properly redesigned. You can use lesser/inferior ideas to make something mostly work as intended but it is better just to make the product right from the core.

That is because the Plasma Gun is also improperly designed, like most weapons, like I have been constantly saying for months.
For starters, a Plasma Gun should be less accurate than a Bolter.
Bolter 3.4-cm spread at 24-meters. Plasma Gun 6-cm spread at 24-meters.

All Plasma weapons should also use ballistic physics for their shots, not hit-scan. Then their damage and fire rates need to be adjusted.
Plasma Gun TTK vs Tactical: 1.05-sec, 4 Bolts, 0.35-sec FR
Plasma Gun Charge Shot TTK: 1-sec, 2 Bolts, 0.5-sec FR

Charge Shots should have both increased damage and AoE but should travel more slowly.

Balance should have been the focus from the get go. bE should have developed the Tactical Marine with their Combat Knife, Bolt Pistol and Bolter and developed core mechanics and balance that allows them to be effective in combat at all ranges. Then, using the core formulas they should have developed to make the development process much faster and easier, they should have begun implementing the other classes and weapons and began testing them, realizing they are balanced because of the balanced formulas beneath everything so that they can more quickly implement new things and be able to finish their balance with just minor tweaks and/or attributing higher load-out points costs.

...Okay. And when did I ever indicate a belief that the Storm Bolter should be a sniper rifle or a Lascannon should be a rapid fire close range assault rifle? Where did that line of thought even come from?

Completely untrue as players also have means of healing themselves and weapons that have higher Armor Penetration are not pure upgrades in terms of weapons with lower AP. For instance, while a Plasma Gun should be able to deal damage through Armor unlike a Bolter it should also have a slower rate of fire, less accuracy and should use ballistic physics instead of hit-scan so that at longer ranges it is harder to hit targets.

If bE implemented this it would vastly improve the game not only in a general sense but also in a WH40K sense.

The Elite Mod, mostly the work of a single person(Caeltos), made massive improvements to DoW2, fixing numerous balance problems and introducing a new faction. A single person doing all that work and improving the game.

The Ult Apoc you've kind of got me there as I'm sure there are balance issues; however, I doubt they are extreme as the mod has undergone numerous patches and updates to improve balance when playing at the non-escalated army size games. Whether or not the balance gets worse or improves when using larger armies I don't know.

The majority of people play Elite Mod over Retribution because it is more balanced.
