Let's be ultra clear here about @Oveur's statement. Obviously that's true, but these two abilities define the race - they are not "obscure rules", like splitfire or "It will not Die.". Like most things in T:T, they serve as inspiration. We already have Move through cover and it's awesome. I'm flipping all over the terrain and getting to area's SMs can't hope to catch me.

But I don't feel fast enough, especially running out if combat. I want to be nearly 2x as fast, maybe even with some screen blur when I'm really sprinting. Then I want to stop and immediately get my aim together, down a target while I'm nearly still, and be gone again before an enemy can react. This is how the Eldar work. In lore their speed throughout the whole process is nearly game breaking, and I feel as though both TT and Lore can serve as guides to getting the Eldar feeling how they're supposed to feel without making them game breaking.

Twice as fast is a little much, you would be surprised by how little it takes to make characters feel much faster than one another. I think your screen blur idea is awesome, and that coupling great acceleration (and deceleration) with that will give the Eldar the maneuverability to differentiate themselves in combat and in feel.

    Quick note.

Check out Overwatch's movement and shot grouping. That's a game in which moving at full speed and not losing any appreciable amount of accuracy is common, and not at all crippling to balance.

I read on another post someone had a PM conversation with Michael Chan, and the gist of it was greatly increasing movement speed breaks the game.

I'm not optimistic we'll be getting anything other than a very small speed increase at best, which is unfortunate because a small increase is not a commensurate advantage to the very large disadvantage of having lower health and armor.

Ironic given that right now extra health -which proportionally increases TTK- breaks the game.

And that JPA's and Raptors, who are by definition extraordinarily mobile and who come with a defense buff, break the game.

And it occurs to me that however many other play concerns there are the Plasma Pistol should remain one of them. It does after all cross over -though at a high cost- between conventional and JPA classes. If it were to be a good weapon for compensating for the JPA's range issues I'd be worried.

I'm increasingly concerned about BE have a "vision" focus, and not a mechanics focus.

Ladies and gentlemen, comrades and friends, auteurism is grossly overrated. Do it right for the wrong reason and you'll end up far happier than doing it wrong for the right reasons.

I am just gonna assume its GW telling them to make sure marines win more matches. Can't have them "others" having fun, afterall.

    That's exactly my concern.

My only conclusion is that we must slaughter more marines.

    Beyond trillions.

And don't no one tell me that "theres a limited number of marines" nonsense, the Bald Tide is never-ending.

Vision focus is a good thing to have during alpha, and beta. I will be worried if they don't get mechanic focused a patch or two before release.

We can't really have solid mechanics until all the base classes and races are in the game. Except for movement mechanics, but those will be ironed out with time and better netcode.

We can move much the same speed as we do now (except Scorpions who need to either move more quickly or have a much longer Strong Attack distance) so long as our acceleration and deceleration are both pretty much instant, our turning speeds are good and we lose little-to-no accuracy from movement.
