Well most targets were military but I assume the nukes of Fallout followed a similar path as ours did, make them bigger so when a plane fails to it's destination it can still cause damage to its target. Even then all if not the vast majority of nukes made it to their target Vegas was the exception because of Mr House, he claims he could have saved the world but chose not to as he just wanted to save Vegas because he's kind of a dick. It is assumed that China launched the first nuke since they were being invaded by America at the time and they'd lost their foothold in Alaska by the T-45 and T-41 power armour. Also it got to the point everyone knew if you launch a nuke everyone else will and when you have that many to launch it doesn't matter about hitting a military target or not you're still going to fuck up that country. Also sorry for not responding earlier didn't notice the edit. Well that is fired from all if not most nuclear capable countries.
One thing I never liked about Fallout 3 was how quickly the player adjusted between being in a nice and safe Vault and the wasteland. Can we have a period of just running around screaming our heads off because the world is nothing like we imagined? I always wanted to have my 101 character actually react when meeting Gob, cause you know nothing in the Vault suggested such creatures are possible.
They were informed about the outside and it's dangers. You were just a special little snowflake among all the slush and that back stabbing childhood friend of yours.
Well that happens in both Fallout 1, 3 and 4... Oh... You're a radiation rotting human who's known as a Ghoul. I can accept that without freaking out... I'm sure if we were in a group we'd be hysterical for a while but necessity for survival would calm everyone's shit down. Well inside the Vaults you're told of possible dangers on a projector but to then to meet a Ghoul would be a much more different situation. I'm sure if the Vault Dweller, Lone Wander or Sole Survivor met Ferals before non-ferals they'd probably react much more cautiously if not putting a gun to the non-ferals head...
You could go running around screaming I won't For hopefully obvious reasons when I get to making my character

I think the running and screaming is a matter of roleplaying. I know my character certainly will react with a "What is yonder abomination?" regarding Ghouls and other mutants.
Depends on the person's personality and feelings I guess as some people have hatred towards Ghouls just for being Ghouls while others would be a bit put off by the smell of them they'd still carry on as normal.
