Vast majority of Humanity died, majority of survivors survived in Vaults. Some did survive because they found some kind of shelter but Rhinos aren't indigenous to the US so keep a sustainable population is pretty much unthinkable also that there would be a family or two of Rhinos in a Zoo at most. Zoo's are usually located near or inside cities and they were hit with atomic warheads. In Africa I'm sure that there would be a good number of Tigers, Rhinos and what not who managed to survive and become something new but in America I don't see it as a possibility. Unless there was a Vault dedicated to that purpose... Oh fuck... =P Let me know when the Perks are done and I'll get to work on writing up my S.P.E.C.I.A.L attributes =)
Tigers are from Asia not Africa but there are asian rhinos though also not really sure what my character is going to be like Im going to have to think on that.
Well it depends what got nuked at the time. Well I heard from someone else that was military that in the fallout universe where the nukes hit doesnt make sense. Due to if a military is assaulting a continent they would go for more stragetic targets such as military installation and Missle silos.

Chinese bombers were sighted near Alaska as early as 3:37am Eastern Time. Nuclear missiles confirmed by NORAD 9:13am and American bombers were scrambled 9:17am. Nuclear strikes have been confirmed to have hit New York and Pennsylvania at 9:42am. Boston and Washington had occuring strikes happen at 9:47am. Mr House said Vegas had 77 warheads fire at it and he managed to disarm about 59 of them with the Lucky 38. I can't remember how many were aimed at DC but it was a lot more.
