Well it is possible that East Coast Mutants could be taught by First Generation Mutants not to kill Humans on sight or they could be used as Shock Troopers kept isolated from other parts of Luddites. Just spit balling there though... Muties got it coming. Like most Enclave, he's a means to an end. No one really liked Horrigan but it is easier to just go with it than try to tell him like some Scientists did that he's Mutie. I guess like if Pool became FEV infected and someone tried to tell him he's a mutie then he'd probably beat them to death too... I guess it is more his memory that made people be lenient towards his condition. Once the FEV was released across the skies of America Frank would have died anyway.

Just tell Pool that the brain is pure human and was given willingly. Could make Pool refer to the weapon as who ever it is while the rest of Delta laugh at Pool talking to some random brain.
