Believe me. They are an empire. The only reason they are fighting with them is because they got there asses saved from a waagh by the Tau.
I know Tau have an empire, here is an army suggestion I made for Tau : http://forum.eternalcrusade.com/threads/tau-empire-possible-classes.1253/ Indeed the Tau faction could be filled with Tau only, but I personally would prefer kroots allies to be added at least, orelse the faction would looks like Eldar too much, in their art of war (ambushes and shirmishes thanks to stealth and mobility to avoid melee and big battles).
No. NO. lol. I am agreeing with you! I just meant that the term "Tau Empire" would encompass tau, vespid, and kroot units. Heck maybe some of those turncoat humans as well! : ]
