Small numbers - give it time, and its likely that the SM < Chaos < Eldar (ever so slightly) < Orks will reappear, as it has in the previous two polls. Then when you throw in F2P, Orks will in practice leap up to #1 or #2 by volume.

Chaos will be a lot higher than people believe....There are several huge Russian guilds that all play Chaos in other 40k games and I find it hard to imagine they won't be playing this. If the Fists don't get it, I equally love the Space Wolves....I just think the Fists are a less popular legion, so I like them a little more.
There are big guilds lurking outside of forums who'll have allegiances all over the show. The polls have, so far, told a fairly consistent story - and to be honest, if Chaos is higher and that delivers a broadly three way balance with SM, Orks and Chaos with Eldar way below them all, that's just a different type of balancing problem to what the polls suggest we'll see. Still needs mechanics to deal with it - I might not be the biggest fan of the pointy-eared xenos, but I don't want to see them get splattered all over the walls by a zerg the moment they enter combat. If Chaos wasn't in the game, I'd be joining you with the Fenrisians. But since they are, I suppose a new fur coat might come in handy when exploring the polar regions of Arkhona...
Im sorry but this is pure supposition. We expect a bump from free players but the amount is really pretty much a mystery until we have that system up and running and we can see the real numbers.
You're right, I can't prove it. But I'm quite happy to make a friendly wager with you that this will happen, and we see Orks as #1 or #2 by population one month after launch. Loser has to say something nice about the Emperor.
We've had polls like that before. I'm actually kinda glad to see the distribution with consideration for alts. I personally think that a lot of people will switch factions shortly after launch for gameplay reasons... maybe Eldar will get more players than we thought, if we've got some cool classes that people really enjoy playing.
I'm still waiting to find out the rest of our lineup before I get too excited. LSM's are still going to crush everyone with numbers, they are damn cool and mistakenly believed to be "the good guys".
