For me it depends. It is certainly nice to have, but only if the devs are sure that those resources couldn't be used in a more meaningful way.

I don't want you to go play a different game now, or anything like that, but even if "some" of you do, I still believe the number of players that would play the game only when they can create the face of their Space Marine/Ork/Eldar/treacherous unworthy scum is very low and those few peoples wouldn't add much to the game experience.
I'm sure they would, but if they are going that route. Putting very little effort in the character creation screen with fixed and unchangeable 3-4 preset faces, then why even bother adding the option? Why even bother having a username or a character sheet for that matter? I want it to be more than that, because it's Warhammer, and it has a rich lore and hoping it won't be made to look like a generic shooter. I still have faith most people want the game to be pushed beyond the limit. If this is the end result, I'd question why they even bothered. I like RPGs more, yet even games like these with some deep customization has managed to encourage me to play into the game more. It's just makes it a little more immersive and adds a connection, as if you're actually there and not holding a gamepad hearing [insert name] shouting in a mic. These kinds of games hold my interest for few days, before I can't stand playing them anymore. I really hope they do more than that. But I don't expect them to have something like Black Desert in here (which I'm glad, because I think those ones look creepy and plastic looking aka uncanny valley) more towards stylized, with a lot of options. But in the end it's their game, and I'll respect whatever they do.
I want the option for at least orks since you will probably be seeing their faces majority of the time unless you get a helmet. Though it seems we will be mostly havin helmets on or the other races the option would be nice since in planetside you ended up wearing a helmet anyways so the facial customization didn't really matter
The facial customization could matter if there is any story in-game or like the Devs say you make your story with your character (can't if you have very little investment in making them). Also it would be nice to actually see some deep portrayal of them. Because they are virtually none to speak of, besides Space Marine and even that doesn't cover the scope of characters in 40k Universe.
Ironically enough, Angry Joe thought the opposite of Destiny's character creation. Basically everything I said about Planetside 2. I guess if you look past the beautiful textures they are really just presets, but at least they give you quite a lot. Btw, to expand on the helmets comment, I have something like Clonetroopers in The Clonewars in mind. They all have exactly the same face and somewhat the same uniform, but they customize them to be individuals. I don't want the customization exactly like that, but I want the feel. The feel of being part of something bigger, but being individual still. For facial customization, I was quite pleased with Pillars of Eternity even though it was not extensive and without sliders. Some predefined face forms (10-15), skin tones, predefined hair (20-25), haircolors, beard, and some tatoo/scar combos. Eyecolor. If that is easy to make it would be totally cool with me. You can create a many different looks and you can make the most important decisions. Actually I would also be fine with Planetside 2 with a biiit more customization. (A lot of it in that game is in the payshop... Cosmetic helmets/Helmets that show different faces.) Edit: Actually thinking about Pillars of eternity, something that would enhance my play experience WAY more than faces: Different Voices. Like a noble one, a devious one, a friendly one, a evil one and so on. (They could even make one that lets them make the SM sound somewhat feminine and tell everyone nono thats still a mans voice. Muhahaha. This voice should then probably only be heard by yourself so that you don't "destroy" someone elses "immersion".)
