I have won countless games without any kind of healing support. I can count on one hand how many times a mad dok made a critical difference in a game.
I would be ok with the basic classes for every faction and possibly the healing class as well or maybe the tactical equivalent and a ground assault so they can try both a ranged and melee class. It would still allow them to roughly get the feel of each faction while still restricting them enough and boosting the numbers for each faction.

I agree. I´d give them all the preset loadouts. Only default weapons, no advancements, limited visial customization. The preset loadouts may have to be rebalanced.
If they're going to be limited to preset loadouts only, the presets really are going to need an anti-vehicle loadout.
Problem is that Scouts and Guardians are magnitudes stronger than Gretchin or Cultists, there is absolutely no way to make them balanced without completely throwing lore out of the window. Guardsmen would be +/- the same level as Gretchin and Cultists but they're not a LSM unit and Eldar have nothing that weak. Although I'm in favor of creating a whole Imperium of Man faction and have Space Marine Chapters, Sisters of Battle Orders, Inquisition Forces and Imperial Guard Regiments and everything else imperial all be sub-factions.
