Well, you'd need some sort of verification as to whom is doing the answer. As in able to negate spam/trolls. That functionality is a bit too advanced for the purpose of the Q&A Tracker. That'd be more fitting in the Wiki for example.
To add to Ardias response, it's also up us as a community to see what have already been answered, we are the ones who up vote the questions.
Maybe we could migrate posts to the wiki once they've gone through the QA iteration? Then they could be commented on and answered by wiki users.
