Everyone will be able, but the talk was that non-support classes will be limited in how many times they can get someone up. They still havent went into detail, and since the tomorrows stream is actually showing us the Apothecary i have a feeling that your question will be answered with them simply elaborating as to how the Apo works on stream.
I would rather ask: "What about Chapters that have no Apothecaries, like Space Wolf Runepriest and Blood Angel Sanguinary Priest. Will they just be another name or also unique talents?" Follow-Up Question: "Will Runepriests or Sanguinary Priests be normal class like Apothecary, or Elite? Especially since the Space Wolf Runepriest is also their Chaplain."
