I think he means that this will also make everyone else squishier too. They will now take full damage from Stormbolters and the like.
Right, which they are right now, and with this change they will be exactly the same in squish as everyone gets the pen increase (unless I am incorrect in that), so no change in their weapons doing full damage vs them, which means they are not getting any survivability increase from these changes, and only low pen weapons get a small buff, which I would guestimate to be less than half of whats fielded by Eldar.
That's why they are reducing their health as well, to balance it back down where Eldar are the squishiest.
Yep, but with 2 barrels. Typical bolter have 333 rof, combi/storm ~415lesser dmg and effective distance, but twin gun. So why this way of balancing dont work for elfs ?
They are also supposed to be cannon. It does with current values... TLASC is just 2 ASCs glued together, yet they don't have 1500ROF either.

SB dont have 666 rof too. Ok, lets buff all faction's HP value to 300 then. Seems no one really want speed nerf...lol...its a bigger problem with current ping, player just cant aim in enemies
Canon? Canon is what is real in a fictional universe. Like the Star Wars EU. Cannon is referring to 'glass cannon' which implies squishy, but able to deal a lot of damage.
