I think they will get with Resource discounts, too as even small passive or active boni are still boni. That being said I would have no problem with that. Maybe make them out of combat only. For example: Saim-Hann could get 5% more speed when no enemy is within a certain distance. This allows those Eldar to redeploy faster but not to run down enemies better. It could also be that it will be only a visual aspect. I.e.: More customization options. What would be awesome (and unlikely) would be if the commander of a base would change it based on his subfaction. Either the colors/symbols or even a NPC-Guard units' color or which ones are available (Jet Bikes for Saim-Hann, Warithguard for Iyanden, etc.)
Movement bonuses on foot or on bike would make a lot of sense but in games like this it tends to break them if one side is faster than the other. Same goes for damage, even if it is small but stacks. So 5% might be fine/ok but you couldn't have it stack as it would become to overwhelming. If it was 5% stacking, 4 guys clustered together would be doing 120% damage. Now if the enemy rushes them and two players focus on the same guy, that's 40% more damage, 3 guys 60% and 4 guys 80%. They would put the opposing players down so fast they could take on much greater numbers. To a lesser degree, a static 5% damage increase still sort of stacks when you have multiple attackers with bonus focusing one guy. Sure he should die as is, but it will just be that much faster allowing them to then focus on others. As Joram said as well that would make most sense to me is decreasing cooldowns for the elite/hero classes and req to get them. Or maybe xp towards certain unlocks.
Multiple passives to each craftworld and differences in skilltree (haven't been around so are there any evidence that skilltrees are included ?).
I don't have a link but I believe they were saying that each class will have a tree and it is influenced by your craftworld.
