Not really, people will play mainly as DA the same way people play mostly tactical, and instead of different loadouts for each class we will have less loadouts and more classes.
From the streams it doesn't really seem like most people play Tacticals, and it is the loadout thing that makes me believe this could be a minor problem, since the Eldar changes classes not loadouts. I do not really know what loadouts a Dire Avenger can expect, except from a Diresword / "Pistol" and a Avenger Shuriken Catapult, making it two different loadouts.
Possibly also a shimmershield, 0ther power weapons, "sniper" shuriken catapult (hinted somewhere I think).
N0, we've got Ranger to snipe. However, the Ranger elite on the RTS is defined as a tactical unit. We may have more then one tactical unit.
Actually Vedel is correct in saying it's been mentioned that DA's will have a more snipery loadout at some point. I read it too. I think it was Nathan who mentioned it? I've searched the forums, can't find it and cannot source it for you but I did read it. The implication was that there would be a build that would enable you to equip a DA with a long rifle (as an analogue of the Tactical Stalker loadout?) but not at this early stage of the game development. I will take another sweep of the forums later and see if I can find it for you. Regardless, as an idea I don't mind DA's having a sniper role. I don't mind lore being stretched for a balanced game. And it'll probably change 10 times by Beta and game release anyway...

Tacticals usually make up between 1/3 to 1/2 of the roster but most people change between them. The Bolter is the most reliable all round weapon atm and will have the bulk of the Astartes mods, I'm guessing Avenger Shuriken Catapults will benefit from that variety too being the premier Eldar weapon. Eldar change loadouts as well as classes, there's just fewer of them per class. They also have access to some of the Exarch gear so that should expand them considerably. What Havocs and Devastators accomplish in one class Fire Dragons and Dark Reapers cover together, although asymmetrically of course. That may be, but I am still skeptical about only having 1 out of 7 classes to be "tactical" I hope the Eldar will have some kind of "sniper-ish/designated marksman" loadout for the Alpha, or else we might have a few troubles ingame, especially on the larger maps. I can't fathom how they could make a "sniper" Shuriken Catapult, especially if it should be comparable to the Stalker Bolter. But a kind of Long Rifle could work, though it should probably be of a "weaker" pattern than the one the Rangers have, more like a DMR than a long ranged sniper rifle. EDIT: I forgot that the Eldar classes would have access to some of the Exarch gear
It might be a slight stretch of the lore (though that is my specialty!) but since each Eldar Long Rifle is custom designed for the user and the mission, by our bonesingers, conceivably a Ranger squad who knew they were going to be performing a more tactical role within their warhost, may opt to get shorter Long Rifles with reduced magnification, to fulfill a Marksmen role: rather than a Sniper role. Then the Hero Outcast Ranger is able to wield a Special Application Scoped Rifle (the big gun): something like Illic's Voidbringer - for putting holes in happiness (and/or reality) Unlike the other races, our Long Rifles are living weapons (wraithbone) with their own psychic resonance - they can be grown to suit the user and the need. Seems logical to me that if some outcasts knew they were going to support a Craftworld in retaking a fortress - they'd simply get their weapons modified - rather than deploy with their more traditional reconnaissance / assassination configuration.
