Yes, it is ambiguous what a basic set needs to be, we haven't even defined that fully since the maps and game modes as well as what is allowed to spawn on the various maps.

Think of it this way, you need a Vindicator, Defensive Turrets etc. for a Fortress, so perhaps we'd start with simpler mode where they aren't unbalanced. And one loadout per class (Eldar have 7) isn't necessarily so unbalanced. But it still means animations, weapons, visual effects, visual variance, 7 balanced weapons with accessories, some tuned hovers, etc.

Regarding the jetbikes, no they won't fit into a single map. But in the States of the Crusades, you can see how it evolves. Besides, those that bought jetbikes get something else instead + the bikes when they become available.

You see, even though we aren't fully "open world" like Skyrim, what happens first is open territories, and a territory consists of 3 outposts and a fortress with a unified meta-gamemode. Our territories can be 16x16 KMs. Then you can travel between those, with a thunderhawk or deploy through pods and so forth, so our universe isn't exactly "small" even if we don't allow you to drive across the entire world.

Sometimes you just want to put the top down on your jetbike, crank up the newest Noise Marines album, and skim across the dune seas, under the blood red sky of an alien world, at 400 km/h, singing "We're on the high-----way to Her!"

Edit: If I wasn't certain that Games Workshop would sue my pants off, I'm very tempted right now to call up my old band and put together a cover band called "Noise Marines" - that rewrites classic rock and metal songs with w40k lyrics - the name is just too good to not use

Just imagine the shows we could do - get the guitarists in some CSM cosplay - dress some backup dancers as Daemonettes - the drum set can be human flesh - the sticks can be sex toys.
