If you have word processing you can go to Insert, then Symbols, then add a Accented letter to the document. Then you could try copy/pasting the letter. Check the pronunciation is what you want though.
Do those things actually work though? *sigh* maybe I'll ask some friendly community manager just to check if the name has been taken. But I'm pretty sure "unavailable" means someone has it. Why can't they just tag your account name to the avatars like Cryptic?
Yeah, you can change the name/race/subfaction of your characters as many times as you want; unless that's changed.
