Not exactly. All Eldar are psychic by birth. It's genetical. Being capable of divination (seeing & interpreting runes, etc. to predict future) is another story.

I don't mean like that the person would be all powerful. I just mean like it would have learned and grasped the pshycic powers unusually fast. Like she/he was born with a talent for manifesting and using the warp. (Of course, she/he would specialize, I just mean that she/he would be very good at the art of using his/her pshycic powers over all)
That is history, doesn't matter to me of how long the person required to learn it as long as it's after age of 100. Specialization as reminder and suggestion (aka: THIS IS NOT THE ENTIRE LIST): Bone / World singing; Divination; Combat Psyker (Eldritch storm and stuffs)
