The Craftworlders made the Craftworlds before the Fall then flew away with them. Exodites ran as far as they could before the fall to find new inhabitable worlds. Dark Eldar hid in the Webway.
Exodites went first and settled in planets far from the eldar empire. They were pretty far away and they remained "largely untouched" (as said by: eldar codex 6th edition) Craftworlders started leaving next on massive ships, before the Fall. I don't think there is any lore of new craftworlds ever being made after it (although there's stuff like Altansar) . Some of them didn't get away when the Fall happened, some did (difficult to say, it could be that there were a lot more craftworlds but a large portion of them were wiped out. Or then it was just a few craftworlds and most got away fine) The 6th edition Eldar codex also says the radius to have been "thousands of light years".
I didn't say he was an Exarch or pseudo-exarch. I said he was AKIN to Exarch in his isolation from the Infinity Circuit and probably being unable to change path. He can't even communicate properly - not only he doesn't speak, as a DE, he has zero psychic abilities, while the Eldar communication is nearly half-psychic and almost every Eldar technology is controlled via psychic prompts. He lacks too much to be called a Craftworlder. I think, him being accepted to Craftworld may well be a one of a kind case. And, excuse me, becoming DE is another thing, it's falling, it's a corruption. The seeds of this evil are still there within every Craftworld Eldar. The Exodites are much stronger from this point of view. And I don't say it's impossible for CWE to become an Exodite, I say it's a hell of a change and challenge for the CWE complicated mind. It's much easier for a child, I guess.
