Massive AoE/One-shot weapons later in character progress will be more than enough, that's the way to avoid Plasma Cannon zerg
My "noob" self will be sitting by whirlwinds doing this to skilled players and laughing my ass off: Knowing that I'm 30 miles away and they can't do anything about it no matter how good they are.
Since theres no "leveling" in this game it will be hard for Dev's to adjust AI enemies to a players level as many games do, we're all going to be in the same boat as it were with the open world sandbox system. Better weaponary and armour options unlocked over time and through progression by individual players will encourage and benefit players as they progress upwards through the "ranks". AI enemies will most likely focus attention on strong points and key strategic targets but wether the player in the hotzone is a veteren or a beginner would seem to matter very little in their tactical decision making programs.
Or other things. I'm just saying, "Skill" is such a loosely used term.. I mean really if I was "skilled", I guess I just arm myself with Flakk missiles and destroy the air support as well.. who somehow made it through 30 miles of friendly territory just to bomb me lol.
